| Most skateparks in the United States are unsupervised and randomly patrolled. Regulating the use of these parks and collecting data regarding the users has proved difficult. Insurance carriers have struggled with how to write coverage for these important community activity spaces. Previous risk assessment equations that dealt only with broad indicators such as skatepark usage, gross receipts or park square footage omitted many of the most important risk factors. Through its years of experience in professional municipal skatepark management, Action Park Alliance, Inc. has developed a proprietary Risk Management Program for government agencies nationwide seeking to mitigate liability risk of their action sport facilities. The APA Risk Management Program uses a 147-point assessment to determine the liability score for a skatepark. This Assessment is divided into the sub-categories of design, construction, condition and operation. Based on the raw score of the assessment, the skatepark is issued one of the following classifications: Low Risk / Moderate Risk / High Risk The park is also given an itemized list of non-compliant features, with recommendations toward upgrading the park to compliant status.
